Guba.com, Is this Legal?

With all the fights over piracy and television viewing rights, streaming video and downloads that are truly free (no advertising) seem to be a thing of the past or the realm of the illegal file trader. So I was surprised, and I'm still not sure how it is still in operation, when I came across Peekvid.com. This very simple site collects and links the television shows that are on Guba.com.
I'll be honest I don't know much about Guba.com, but I should. It appears to be a user upload site similar to YouTube, but Guba has a lot of television. Now I don't want to get anybody in trouble but how is this legal? I don't know and I love it. Granted it is not the best quality and the episodes are old but it's free and it seems to work outside the US. Competing services established by the networks don't often work outside the US.
They have a pretty eclectic mix of current and old TV shows. I personally watched streams of House and of MacGyver. There is a link for downloading, but either the connection was bad or I was too impatient because it never started. It is hit and miss on all the Guba videos, sometimes they work great other times they don’t. My advice check it out before it gets shut down.

GUBA seems to be a very strange mix of the legal and the apparently illegal. They take off shows regularly, but leave up shows which are clearly DVD rips and are still in copyright. Perhaps they are paying some of the movie companies some sort of royaltees, but the fact that you can watch pirated copies of the obscure "Logan's Run" TV show from the late 70s and do so "legally" is rather mind-boggling.
